Project Description

The project “Gender-Responsive Budgeting: From Paper to Practice”, implemented by the Local Democracy Agency Mostar (LDA Mostar), comprises a set of interlinked activities aimed at enhancing transparency and accountability in the budgetary process of the City of Mostar, with a particular focus on integrating a gender perspective and supporting the implementation of the Gender Action Plan (GAP) 2024-2027.

Key Activities

Analysis of the City of Mostar’s 2025 Budget – An in-depth analysis of existing budgetary practices and their alignment with principles of transparency and gender equality, with specific attention to the absence of earmarked resources for the implementation of the Gender Action Plan.

Roundtable and Public Discussions – Organisation of a roundtable bringing together city councillors, representatives of the municipal administration, civil society organisations and media to discuss the findings of the analysis and explore possible policy and budgetary solutions.

Development of a Policy Brief and Financial Literacy Workshops for Women and Men – Preparation of a policy brief outlining concrete budgetary measures and steps for integrating a gender perspective throughout the budget cycle. Financial literacy workshops aim to strengthen participants’ knowledge and skills, enabling them to engage more effectively in budgetary processes and advocate for inclusive public policies.

Media Campaign – A public information campaign designed to raise awareness of gender-responsive budgeting, simplify complex financial concepts and demonstrate their relevance to citizens’ everyday lives.

Final Conference – A concluding event to present the budget analysis, the policy brief and the overall results of the project activities to relevant stakeholders and the wider public.

Sustainability of Project Results

Project sustainability is ensured through a combination of lasting policy-oriented outputs, strengthened capacities of key actors, increased public awareness and pressure, and contributions to institutional practices. These elements collectively support the long-term advancement of transparent and inclusive public finance management.

The grant is awarded within the project “LENS – Strengthening the Capacities of Civil Society Organisations for Public Budget Monitoring”, financed by the European Union and implemented by the Center for Investigative Journalism (CIN), in partnership with Futura (Mostar) and the Gender Equity Agency – GEA Center for Research and Studies (Banja Luka).
