  • Is the law defining NFE in your country? If yes, please describe what the law says.

“Non-formal education for young people” is any activity organized and adapted for young people, outside the formal education system, based on the needs and interests of young people, the principles of volunteerism and active participation of young people in learning processes, through which they acquire the necessary competencies for the development of personal potential, active participation in society and access to the labour market.

Article 7 of this law stipulates that Local Government Units draft and implement local policies in the field of youth, and are responsible for: promoting the volunteerism of young people and their informal education, etc.

Article 14 Youth work is realized through the engagement and activation of young people in activities that reflect their needs, interests, ideas and experiences. Through this process of non-formal learning, young people gain the knowledge, skills, values ​​and attitudes needed for personal development, social integration and active citizenship.

  • Please describe the existing strategies, action plans that define nonformal learning in your country?

National Youth Action Plan 2015-2020

Strategic Objective “Culture and volunteerism”

The purpose of this objective is to improve the opportunities for young people to spend their leisure time more qualitatively within the right to a quality life. These will be opportunities which are related to programs which will have a specific purpose of organizing leisure time in activities and activities of various fields such as social, cultural, sports, non-formal education, and others.

  • Have you been involved in the development of a strategy / action plan / law in excess of the NFE issues?

No

  • Do you work on promoting NFE and how?

Yes, mainly with activities that take place with young people on topics related to human rights,   equality, participation, etc.

  • For your institution/CSO how young people recognize NFE?

They have known him from participating in activities outside Albania as well as in Albania as well as from activities that they have developed themselves with young people. The methods used during non-formal education are of interest to young people and there is a very high involvement and commitment of all groups.

  • What are you doing about NFE in term to make closeness with youth?
  1. Identification of methods / techniques preferred by young people
  2. Promoting youth initiatives
  3. Fostering creativity and innovative approaches to young people
  4. Participation in national and international activities
  • Have you involved young people in the process of bringing about things that are relevant to non-formal education?

Young people are constantly encouraged and are key actors in discussions and meetings focusing on non-formal education.

  • Should the Government get involved and make an even bigger contribution when it we are speaking about youth and policies about youth?

Well yes ,this is very important as the youth has not been the main focus of the interventions. This requires greater funding support and the promotion of such initiatives not only in major cities but also in smaller cities and especially in rural areas. Young people should be seen as important actors who make a special contribution to the development of policies in the country.

Work History

2002 – ongoing Freelance consultant

Consulting services for multiple donors providing to both central and local government.

A national professional with more than 15 years’ work in policy and program planning and development in local and national level covering a wide range of issues; youth participation, youth health development, social care services planning, child protection, training of social workforce, social policies in national and international context. Theoretical and practical knowledge of: participatory policy formulation, evidence-based policy making, impact assessment, monitoring and evaluation, project cycle management.

Long experience in quantities and qualitative research, solid experience in development of social policies with demonstrated experience working in development of youth policies, standards for youth friendly services, instruments for social care planning. Author of the curricula of social policy, planning and evaluation for about 10 years

Major highlights: development of the policy for establishing school counselor in Albania (2005), development of the Youth Strategy 2007-2012 (2006), development of standards for youth-friendly services  in primary health care (2007), evaluator for the  end-term review of the National Plan of Action for Children 2012-2015 (2015), development of the CEDAW Shadow Report on Health Women Rights (2015), development of the internal rules and regulations of functioning Multi-disciplinary (multi-agency) technical group established at Municipalities or/and in Communes (2015), support to social care planning in Shkodra 2016, supporting to social work planning in Dibra (2018), development of the Universal Periodic Review of Albania, 33rd Session, Sexual Reproductive Health and Rights (2018), development of the local youth resilience action plan in Elbasan Municipality.
